Is this a FIDE tournament?I just came to know about it today.When i was passing through facebook I saw the announcement.What is the entry fee and how many rounds are there?

Hi. No, this is an annual local tournament held in kuwait once a year. Its the biggest of the year. Thats why everybody is exited about it 🙂
